Job Summary:

The HR Operations Manager owns the systems, compliance, and administrative infrastructure that keep RQM+'s HR function running accurately and consistently across the US and EU. This role serves as the primary owner of RQM+'s HRIS, HR data integrity, benefits and leave administration, compensation processes, and multi-jurisdiction compliance — ensuring the company meets its legal obligations and provides employees with a reliable, well-documented HR experience. This is a hands-on, execution-focused role requiring both technical systems fluency and working knowledge of employment law across multiple jurisdictions.

Primary Responsibilities:

  • Serve as the primary system owner and administrator for RQM+'s HRIS, including configuration, workflow design, troubleshooting, and coordination with IT on system upgrades and integrations.
  • Own HR data governance — ensuring accuracy, integrity, security, and appropriate access controls across all employee data, and serving as the point of accountability for HR data quality and reporting.
  • Administer employee benefits programs (health, welfare, and 401(k)), including enrollment, vendor coordination, compliance testing, and employee support.
  • Manage all leave of absence programs (FMLA, state-specific leave, disability, and applicable EU leave entitlements), ensuring compliant tracking, communication, and return-to-work processes.
  • Monitor and maintain compliance with US employment law (federal and state) and applicable EU employment law, including required workplace postings, policy updates, and recordkeeping.
  • Own and maintain RQM+'s library of HR forms, templates, and standard documentation, ensuring consistency, accuracy, and version control.
  • Support and help manage Employer of Record (EOR) relationships for international hires where RQM+ does not maintain a local legal entity.
  • Provide operational HR support for RQM+'s EU workforce, coordinating with local counsel/EOR partners on compliance matters specific to those jurisdictions.
  • Support compensation administration, including salary structure maintenance, pay equity data, merit/bonus cycle processing, and compensation benchmarking support.
  • Partner with Finance on payroll-related matters, serving as the HR-side point of contact for payroll accuracy, discrepancy resolution, and process alignment (final payroll execution remains owned by Finance).
  • Identify and drive process improvements across HR operations to increase efficiency, accuracy, and employee experience.

Education/Work Experience/Requirements:

  • Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent professional experience.
  • 5-8+ years of progressive HR experience, with meaningful exposure to HRIS administration, benefits/leave administration, and employment compliance.
  • Working knowledge of US federal and state employment law required; familiarity with UK and/or German employment law strongly preferred.
  • Hands-on experience administering an HRIS platform (e.g., Paylocity, UKG, Workday, or similar) required.
  • Experience supporting or managing EOR arrangements for international employees preferred.
  • Strong analytical skills with demonstrated ability to manage and report on HR data accurately.
  • High attention to detail and comfort operating in a compliance-sensitive, multi-jurisdiction environment.
  • Ability to manage multiple concurrent priorities independently in a fast-paced, growing organization.
  • PHR, SHRM-CP, or equivalent certification a plus.

Supervisory Responsibilities: This position will have supervisory responsibilities.

Work Environment & Physical Requirements:

This is a remote position. The employee is expected to maintain a dedicated, distraction-free home workspace with reliable high-speed internet access. Core working hours are determined by role responsibilities, client expectations, and business needs.

If you live in a commutable distance to Cary, NC, this will be a hybrid role (remote/onsite). This role is based in a professional office setting and involves regular use of standard office technology, including computers, phones, and shared office equipment. The employee may occasionally need to sit for extended periods, move around the office, and perform light physical tasks such as bending or reaching. This role typically involves lifting or carrying items up to 10 lbs regularly, with occasional lifting up to 25 lbs.
